The Partnership and Business Development Manager will contribute to the Institutional Business Department’s resource mobilization effort from institutional funders. Under the leadership of Managing Senior Director, the Partnership & Business Development Manager provides guidance and support to country offices in her/his assigned region. S/he will assist in Business Development capacity building of country offices and Heifer’s global program team and will also work with the Global Communications Department and other Programs teams to develop marketing materials for institutional audiences. In addition, s/he will develop and write winning proposals, assist and contribute to the development and implementation of research and learning agenda in Heifer’s Theory of Change, as well as contribute to the development and review of country offices’ strategies, programs and resource mobilization plans. S/he will also work with similar positions across the Programs Division, other divisions at Heifer International’s Headquarters in Little Rock, Arkansas, and country offices worldwide.

RESPONSIBILITIES & DELIVERABLES
Provide leadership and support to resource mobilization efforts in assigned regional areas by developing relationships with key funders, including United States Agency for International Development (USAID, which includes Feed the Future, Food for Peace, etc.), United States Department of Agriculture (USDA), European Commission (in collaboration with Heifer Netherlands), United Nations – particularly International Fund for Agricultural Development (IFAD) and Food and Agriculture Organization (FAO), among others.

Serve as team leader for funding opportunities, leading positioning efforts and negotiating Teaming Agreements, as well as the development and review of technical and cost proposals in the region of assignment. • Proposals

Represent Heifer as Relationship Manager to assigned funders, advocating for Heifer’s approach and addressing any issues arising during project implementation

- Bachelor’s degree in business development or international development or a related field with five (5+) years of related experience, of which at least two (2) years spent living and working in developing countries.
- Master’s degree in international development or a related field with at least two (2) years of experience in international development with a focus on business development.
- At least 4 years in similar role. Experience in policy, programmatic and administrative functions, experience in business development and partnership building, and exposure to developing countries is essential.

- Strong English language skills – oral and written. Proficiency in a second language (Spanish or French) desirable.
